In 2005 Sarasota based Advanced Web Engineering firm Blink Tech ( https://www.blink-tech.com) built a custom Client Management System (CMS) for Orlando based not-for-profit housing counseling agency Housing and Neighborhood Development Services of Central Florida (HANDS – http://www.clfhands.org).

In 2007 HUD (US Dept of Housing and Urban Development) required data transmitted to them from systems like this to conform to their specification known as ARM (Agency Reporting Module). In 2007 the CMS built by Blink Tech was the first in the nation to be certified by HUD as compatible.

In December 2010 with the release or ARM 4.0, the HANDS CMS built by Blink Tech is once again the first in the nation to be certified as compatible (see http://www.hud.gov/offices/hsg/sfh/hcc/cms/cmslv.pdf).
